Common seawall failures in Hallandale Beach

How the on-site assessment works in Hallandale Beach

We come out, walk the wall from the yard and, where we can, look at it from the water at low tide. We photograph cracks, joints, the cap line and the toe, probe soft ground behind the wall, and note what the repair will likely involve. For associations, we document the wall section by section so the board can see which lengths need work now and which can wait, which also helps with reserve planning. Hallandale Beach's code adds rip-rap and side containment requirements for barriers, so we note what the contractor will need to plan for.

Hallandale Beach is Broward's southernmost coastal city, bordering Miami-Dade. Its waterfront is a mix of single-family homes on the Golden Isles and Three Islands canals and larger condominium buildings along the Intracoastal Waterway. That mix means seawall projects here range from a single backyard wall to long runs of wall shared by an association.

Hallandale Beach's seawall rules

Quick answers for Hallandale Beach: Hallandale Beach Seawall Height Requirement: What Sec. 8-90 Says; Hallandale Beach Seawall Raise Deadline: Citations, 2035 and Home Sales; Do You Need a Permit to Repair a Seawall in Hallandale Beach?.

Hallandale Beach adopted its tidal protection standards on November 18, 2020 (file 20-080), creating Sections 8-88 to 8-91 in the floodplain management article of Chapter 8 (city ordinance file). The adopted text says (ordinance text):

  • Height. Section 8-90 requires new and substantially repaired or rehabilitated seawalls, caps, berms and similar barriers to reach 5 feet NAVD88. Applications submitted before January 1, 2035 may be permitted at 4 feet NAVD88 if designed and built to accommodate 5 feet by January 1, 2050.
  • Substantial repair. Work along more than 50 percent of the length of your shoreline, or work on an attached structure such as a dock that costs more than 50 percent of the barrier along your shoreline. A substantial repair has to run along the whole shoreline.
  • Citation clock. A wall that lets tidal water flow through or over it onto a neighbor or the right-of-way is presumed to be in disrepair and is citable. The owner must show progress within 60 days of the citation and finish within 365 days, including permits and final inspection if the fix is a substantial repair.
  • Side containment. Unlike the county model, Section 8-90 adds that owners must add side containment barriers as needed to keep rainwater within their own property.
  • Rip-rap and design. All tidal flood barriers need natural limerock rip-rap or another approved habitat feature at the water face, must stop tidal water while relieving pressure from the land side, and should tie into neighboring walls where practicable. Barriers that rise automatically ahead of high tides are allowed if they do not need daily human intervention.
  • Sale disclosure. Section 8-91 requires owners and buyers to follow Broward County Code Section 39-408, which calls for a disclosure in contracts for the sale of property in tidally influenced areas.

For condo boards, the disclosure and the elevation standard are worth building into reserve planning before a wall needs major work.
