What the cap does, and why it fails first
The cap is the reinforced concrete beam along the top of the seawall. It locks the panels together so they move as one wall, it is where the tieback rods connect, and it is the surface you walk on and tie boats to. A Florida city seawall manual makes the stakes clear: as a cap comes apart, the tieback rods lose their anchor point, and without a solid cap nothing holds the panels in alignment (Holmes Beach Seawall Manual).
Caps take the worst of the weather. They sit in full sun, salt spray and splash, they dry out and soak again with every tide, and the steel inside them is close to the surface. That is why the cap is so often the first part of a wall to crack and spall, and why cap repair is one of the most common seawall jobs in Fort Lauderdale.
Why seawall caps crack and spall
- Corroding steel. When saltwater reaches the reinforcing bars, they rust and expand, which cracks the concrete and pops it off in flakes and chunks. The manuals list rust, spalling, exposed rebar and fractures as the main signs of cap failure (Holmes Beach, Key Colony Beach).
- Tieback failure. When the rods corrode or break, the top of the wall rotates, and the cap cracks or crumbles as it is pulled out of line (Holmes Beach).
- Toe failure. If the berm at the bottom washes out, the panels kick out at the base, and the cap can twist or break as the wall tips (Holmes Beach).
- Water pressure. Clogged weep holes and poor drainage leave water trapped behind the wall, adding uneven pressure that shows up as cracking.
The first cause is a cap problem. The other three are wall problems that show up in the cap. That is why a good cap repair starts by checking the tiebacks, the toe and the drainage, not just the concrete you can see.
Cap diagnosis table
| What you see on the cap | Likely cause | Typical fix |
|---|---|---|
| Fine hairline cracks, no rust | Normal aging and shrinkage of the concrete | Seal and coat, then monitor |
| Cracks with orange or brown rust stains | Water reaching the reinforcing steel | Open up and treat the steel before it spalls; partial repair |
| Spalled concrete with rebar showing | Advanced corrosion of the cap steel | Partial recast of the damaged section, or a full new cap if it is widespread |
| A gap opening between the cap and the panels, or between cap and yard | Wall movement, often a failing tieback | Check and restore the tiebacks first, then repair or replace the cap |
| Cap leaning toward the water or a wavy cap line | Tieback or anchor failure, or a failed toe | New tiebacks tied into a new cap, a waler, or toe repair; this is structural |
| Cap twisted or broken near the base of a dock or piling | Toe failure pushing the wall out against the piling | Toe and berm repair plus cap work |
| Water coming over the cap at king tide | A cap below today's high tides | A new, taller cap if the wall can carry it, built to the city's elevation rule |
These follow the cap and tieback guidance in the Holmes Beach and Key Colony Beach seawall manuals. If the cap problem traces back to the tiebacks or toe, see seawall panel and tieback failure, and for cracks below the cap see seawall crack repair.
Seawall cap repair methods
Seal and coat
For a cap with fine surface cracking and no rust, a contractor may seal the cracks and apply a protective coating. It is the least expensive option and buys time on a sound cap, but it does nothing for steel that is already corroding.
Partial repair or section recast
Where spalling is limited to a few spots, the loose concrete is cut out back to sound material, the exposed steel is cleaned and treated or replaced, and the section is formed and poured again. Patching over rusting steel without treating it usually fails quickly, because the rust keeps expanding under the patch.
Full cap removal and replacement
When corrosion runs along much of the cap, the old cap is broken out, new reinforcing steel is set and a new cap is formed and poured along the whole run. When the tieback rods are heavily corroded, the manuals describe excavating and replacing them and tying them into the newly poured cap (Holmes Beach). Some contractors also add weep holes or drainage when they replace a cap.
Raising the cap
A taller cap is one of the most common ways to add height to a seawall, as long as the panels, piles and anchors below can carry the extra weight. An engineer checks that before it is designed. Fort Lauderdale also requires a cap added to an existing seawall to be at least as wide as the existing cap (Ordinance C-23-05). In Lighthouse Point, the city's own staff report warns that many coral rock walls over 50 years old cannot carry the weight of building on top of them (City of Lighthouse Point).
Cap plus tiebacks or a waler
If the cap failed because the wall is leaning, a new cap alone will crack again. The fix is a new cap with new tiebacks, or a waler beam on the water side with its own rods to new anchors (Holmes Beach). This is structural work and needs engineering.

Before you pour: the 50 percent line and the height rule
A full-length new cap is the cap job most likely to cross Fort Lauderdale's substantial repair line. Work along more than 50 percent of the length of your shoreline, or work costing more than 50 percent of the wall's fair market replacement cost, is a substantial repair, and a substantial repair has to be built as a tidal flood barrier at 5 feet NAVD88 along the property's entire shoreline. Applications submitted before January 1, 2035 may be permitted at 4 feet NAVD88 if the wall is designed to reach 5 feet by January 1, 2050 (Ordinance C-23-05).
That is not always bad news. If the wall below is sound, a taller cap may be the cheapest way to meet the standard and stop king tide overtopping in one job. If the wall below cannot carry it, you want to know before you pay for a cap you will tear off in a few years. Ask the contractor to state the finished cap elevation in feet NAVD88 in the quote and to say whether the job counts as a substantial repair. Our Fort Lauderdale height ordinance guide explains the rule.
How a cap repair job runs
- On-site assessment. We look at the cap, the joints and panels below it, the yard behind it, any lean in the wall and where it meets the neighbors' walls, and photograph what we find.
- The right licensed contractor. We coordinate a licensed, insured local seawall contractor who does cap work in your town and share our notes and photos.
- Scope, engineering and elevation. The contractor confirms what is causing the damage, whether the wall below can carry a taller cap, and the finished elevation. Structural cap work and new caps generally need sealed plans.
- Permits. In most Broward cities a new cap or a structural cap repair needs a city building permit, and Broward County requires a license for work in county waters (Broward 311).
- Demolition, forming and pour. One South Florida contractor publishes 2 to 3 days of work for a partial cap repair and 2 to 5 days for a full cap replacement, not counting permitting (JKT Marine).
- Inspection and final survey where the city requires one.
Seawall cap repair costs
| Cap work | Published range | Source |
|---|---|---|
| Crack seal and waterproof coating, minor cracking | $20 to $45 per linear foot | JKT Marine (Palm Beach and Broward) |
| Partial cap repair or section replacement | $60 to $120 per linear foot; $1,500 to $4,500 per job | JKT Marine |
| Full cap removal and replacement | $100 to $200 per linear foot; $3,000 to $10,000 per job | JKT Marine |
| New cap with weep holes and drainage | $120 to $220 per linear foot | JKT Marine |
| Seawall cap replacement | $600 to $900 per linear foot | Waterfront Repair FL (Fort Lauderdale) |
| New concrete caps and tiebacks | $125 to $230 per linear foot | Angi (national) |
The spread is wide. The lower figures describe cap work on a wall that is otherwise sound; the higher Fort Lauderdale figure likely reflects fuller scopes, harder access and the elevation rule. A cap that also needs new tiebacks, a raise to the elevation standard or dock removal and reinstall will price higher. See the cost guide for a worked 100 foot example, and cap repair vs. replacement for when a new wall makes more sense.
Cap rules by town
- Fort Lauderdale: a cap added to an existing wall must be at least as wide as the existing cap; substantial repairs go to 5 feet NAVD88 (4 feet before 2035 if designed for 5).
- Wilton Manors: Sec. 11-27 requires new or substantially rehabilitated seawall caps to reach at least 5 feet NAVD88, with no 4 foot option listed.
- Lighthouse Point: a 4.0 foot NAVD88 minimum cap, raising allowed to 5.0 feet, and return walls where a new cap is higher than the neighbor's.
- Pompano Beach: 5 feet minimum and 5 feet 10 inches maximum NAVD88, and a new cap may extend no more than 36 inches seaward of the existing wet face.
- Hollywood, Hallandale Beach, Oakland Park and Dania Beach: caps count as tidal flood barriers at 5 feet NAVD88, or 4 feet for applications before 2035 when designed to reach 5 feet.

Seawall Cap Repair questions
Is a cracked seawall cap serious?
A single hairline crack with no rust may only need sealing and watching. Cracks with rust stains, spalling or a gap opening behind the cap usually mean water is reaching the steel or the wall is moving, and that gets worse. Have it looked at before it spreads into the panels or the tiebacks.
Can a seawall cap be patched, or does it need replacing?
Small, isolated spalls on a cap with sound steel can be cut out, the steel treated and the section recast. When corrosion runs along much of the cap, a full new cap is usually the lasting fix, often with new tiebacks tied into it.
How much does seawall cap repair cost in Fort Lauderdale?
One Palm Beach and Broward contractor publishes $60 to $120 per linear foot for partial cap repair and $100 to $200 for full removal and replacement, while a Fort Lauderdale cost guide publishes $600 to $900 per linear foot for cap replacement. Scope, access, tiebacks and the elevation rule explain the gap. A written quote is the only reliable number.
Can a new cap raise my seawall height?
Often, yes. Pouring a taller cap is a common way to add elevation, as long as the panels, piles and anchors below can carry the weight. An engineer checks that first. In Fort Lauderdale the new cap must be at least as wide as the existing one.
Does a new seawall cap trigger the 5 foot rule in Fort Lauderdale?
It can. A new cap along more than 50 percent of your shoreline, or cap work costing more than 50 percent of the wall's fair market replacement cost, is a substantial repair, and the barrier then has to meet the tidal flood barrier elevation along your whole shoreline.
Do I need a permit for seawall cap work?
In most Broward cities a new cap or structural cap repair needs a city building permit, and Broward County requires a license for work in county waters. Purely cosmetic sealing may not. The licensed contractor confirms and applies.
How long does a seawall cap repair take?
One South Florida contractor publishes 2 to 3 days of work for a partial cap repair and 2 to 5 days for a full cap replacement. Permitting, engineering and concrete curing add time before and after.
Why does my new cap keep cracking?
Usually because the cause is below the cap: failing tiebacks, a washed-out toe or trapped water behind the wall. A cap repair that does not address those tends to crack again.
