What Section 14-3 requires

A permit from the building official, plan approval from the city, and written approval from other agencies where the water is navigable (Sec. 14-3).

The seawall permit checklist

  • a Broward County Uniform Building Permit Application for the structural trade, filled out and notarized,
  • engineering, structural and zoning review,
  • documented proof of cost and site plans,
  • signed and sealed seawall and pile plans by a Florida licensed architect or engineer meeting Chapter 14,
  • signed and sealed surveys with existing and proposed elevations, and a final survey after completion,
  • a special inspector form completed by a Florida licensed engineer,
  • a Notice of Commencement if the job is over $5,000,
  • the Broward County Property Appraiser's assessed valuation of the property,
  • an Owner Builder Disclosure Statement if the owner will do the work.

Permits can also be handled through the city's online permit portal (city checklist).

Contractor registration is strict

A contractor not yet registered with Oakland Park must submit a notarized registration form, a State of Florida certification or registration and/or a Broward County Central Board of Examiners certificate of competency, a county business tax receipt, a certificate of insurance naming the City of Oakland Park at 1100 Park Lane East as certificate holder, and the qualifier's driver license. The city says it cannot accept certifications or certificates of competency from other jurisdictions or examining boards (city checklist).

Why proof of cost and valuation matter

Oakland Park's substantial repair test compares the cost of the work with the fair market value of the structure before the work (Ordinance O-2022-015). The cost documents and the assessed valuation help the city decide whether your project has to meet the 5 foot NAVD88 elevation. See the Oakland Park seawall height requirement.

Oakland Park seawall questions

Can a contractor licensed in another county pull a seawall permit in Oakland Park?

Only with a State of Florida certification or registration and/or a Broward County certificate of competency. The city says it cannot accept certificates from other jurisdictions or examining boards.

Why does Oakland Park want my property's assessed value for a seawall permit?

The checklist asks for the Broward County Property Appraiser's assessed valuation, and the code's substantial repair test compares the cost of work with the structure's fair market value.

Can I pull my own seawall permit in Oakland Park?

If you intend to do the work yourself, the checklist calls for an Owner Builder Disclosure Statement. Most owners hire a licensed contractor who applies.
