What Hollywood's seawall checklist asks for
The Building Division's seawall checklist (updated May 29, 2023) lists these documents (city checklist):
- a Broward County Uniform Permit Application, completed by a licensed general contractor,
- the Broward County Environmental Resource General License, since any activity in, on or under the water or wetlands of Broward County needs a license,
- a special inspector form signed and sealed by an engineer or architect if piles are installed,
- a contract or schedule of values for the work,
- a survey or site plan showing where the work is,
- construction plans signed, sealed and dated by a design professional.
The checklist also asks reviewers to verify that the seawall meets wind load requirements and that framing meets uplift and lateral force requirements.
The Notice of Commencement detail
A recorded Notice of Commencement is required when the contract price is over $5,000. Hollywood's checklist notes that a missing NOC will not hold up permit issuance, but it will hold the first inspection from being scheduled (city checklist). Build that into your schedule so the crew is not waiting on paperwork.
State and federal permits
Depending on scope, the project may also need permits from the Florida Department of Environmental Protection, the South Florida Water Management District or the U.S. Army Corps of Engineers. Broward County has a delegation agreement with the state agencies to issue Environmental Resource Permits in some parts of the county, excluding areas inside independent water control districts (city checklist). Your contractor will know which applies to your shoreline.
Special inspections
When piles are driven, a special inspector oversees the critical structural work and, at completion, submits a signed and sealed certificate of compliance stating the work matches the permitted plans and the Florida Building Code (city checklist).
Plans have to meet the height rule
If the job is a substantial repair, the sealed plans must show a barrier that meets Section 150.30's elevation standard. See the Hollywood seawall height requirement and, if the city has cited your wall, the Hollywood raise deadline page. The Building Division is at 2600 Hollywood Boulevard.
